Google Ads Circumventing Systems Suspension: My 2026 Account Recovery Checklist
A Google Ads account suspension is very different from an ordinary ad disapproval.
If one advertisement is disapproved, you may be able to correct the ad, landing page or policy issue and request another review.
When the entire Google Ads account is suspended, you need to understand the underlying reason before changing things or submitting repeated appeals.
I regularly receive questions from advertisers saying:
āMy Google Ads account was suspended for Circumventing Systems. What should I fix?ā
Others tell me:
āI’ve already appealed several times, but Google keeps rejecting me.ā
The first thing I would say is:
Stop guessing.
A suspension audit needs to be based on the actual policy cited by Google, the account history, website, advertiser identity, payments profile and any connected signals.
In this guide, I’m sharing the practical checklist I use when reviewing a Google Ads suspension case in 2026.
What Does Circumventing Systems Mean in Google Ads?
Google’s Circumventing Systems policy is part of its rules against abusing the advertising network.
Google says advertisers are not allowed to run ads, content or destinations that attempt to trick or bypass its ad-review and enforcement processes.
This is important because Google classifies Circumventing Systems as an egregious violation.
Examples currently documented by Google include:
- Trying to bypass enforcement by creating variations of disapproved ads, domains or content
- Creating new Google Ads accounts after a suspension to continue advertising
- Abusing Google Ads functionality to show non-compliant content
- Submitting false information during advertiser verification
- Creating new websites or accounts designed to continue similar advertising after previous enforcement
That means the objective of a suspension audit isn’t:
āHow do I trick Google into approving me?ā
It should be:
āWhat policy or trust issue exists, and how do I genuinely correct it?ā
Do Not Create Another Google Ads Account
This deserves to be near the top of the article.
If your account is suspended, don’t immediately create a fresh account and start running the same business again.
Google explicitly warns that related accounts may also be suspended and that replacement accounts created after suspension can be treated as Circumventing Systems.
I have seen advertisers make a difficult situation worse by doing exactly this.
One account is suspended.
They panic.
They create account number two.
That gets suspended.
Then account number three.
Soon the advertiser has created a network of related suspended accounts.
Resolve the underlying issue first.
Step 1: Read the Exact Suspension Notice
Before touching the website, read what Google actually told you.
Is the suspension for:
Circumventing Systems?
Unacceptable Business Practices?
Misrepresentation?
Suspicious Payment Activity?
Advertiser Verification?
Unpaid Balance?
Another policy?
These are not interchangeable.
For example, changing the Privacy Policy is unlikely to solve a genuine suspicious-payment suspension.
Similarly, replacing a credit card isn’t the answer to deliberate cloaking.
Start with the actual policy.
Step 2: Review Business Transparency
When I audit a website involved in a Google Ads suspension, I want the business to be understandable.
A visitor should be able to determine:
- Who operates the website
- What the company does
- What products or services are offered
- How to contact the business
- What they’ll pay
- What happens after they purchase
- Which refund, cancellation, return or shipping conditions apply where relevant
Depending on the business, useful pages can include:
About Us
Explain the actual business.
Avoid vague filler text.
If you claim qualifications, partnerships, awards or years of experience, make sure they’re accurate.
Contact Us
Provide legitimate contact methods.
Depending on the business, this could include:
- Business email
- Phone number
- Physical address where relevant
- Contact form
- Support channel
Privacy Policy
Explain how customer information is processed.
Terms of Service
Explain the commercial relationship between the user and business.
Refund, Return or Cancellation Policy
If customers purchase products or services online, make the relevant terms clear.
These pages don’t act as a magic Google Ads approval checklist.
Google doesn’t publish a rule saying every Circumventing Systems suspension is solved by adding five policy pages.
But transparent information becomes particularly important when you’re auditing potential Misrepresentation or unclear-business-identity problems.
Step 3: Check Business Information for Consistency
Consistency matters.
Compare the information on your:
- Website
- Google Ads account
- Payments profile
- Advertiser verification
- Business registration
- Google Business Profile where relevant
- Public social profiles
- Third-party listings
Suppose your website says:
ABC Marketing LLC
but your verification documents say:
XYZ Solutions Ltd
and your payment profile belongs to another unrelated entity.
That needs an explanation.
Sometimes there is a completely legitimate relationship.
For example:
A marketing agency manages the ads.
A parent company owns the brand.
A separate legal entity handles payment.
That’s not automatically a violation.
But when Google asks for verification, those relationships need to be explained accurately rather than hidden.
Step 4: Social Media Is a Trust Check, Not a Universal Requirement
In my original audit checklist, I also review the company’s social presence.
I still find this useful.
A consistent LinkedIn, Facebook, Instagram or other legitimate company profile can provide an additional public business signal.
However:
Google does not state that every advertiser must maintain active social-media profiles to avoid Circumventing Systems.
So don’t think:
āNo Facebook page = Google Ads suspension.ā
That’s too simplistic.
I use social presence as one part of a broader business-authenticity review.
If public profiles exist, I would check whether the:
- Business name matches
- Website matches
- Contact information is consistent
- Brand identity is recognizable
- Business description isn’t contradictory
Step 5: Test the Checkout
If your website sells something directly, test the complete customer journey.
Don’t stop at the homepage.
Go through:
Product ā Cart ā Checkout ā Payment
or:
Service ā Order Form ā Confirmation
Check:
- Is the product genuinely available?
- Does the advertised price match checkout?
- Are surprise fees added?
- Does the checkout work?
- Is HTTPS working?
- Is there a payment error?
- Does the confirmation page work?
- Are cancellation/refund conditions available where needed?
Google’s Misrepresentation policy specifically addresses misleading pricing, unavailable offers and material information that users need to make informed purchasing decisions.
If your ad advertises something that can’t actually be purchased, that is a much more meaningful problem than whether your homepage has a fancy design.
Step 6: Audit Unsupported and Unreliable Claims
This is another issue I frequently look for.
A website may contain statements such as:
ā#1 company in the worldā
āGuaranteed approvalā
āEarn $10,000 in 7 daysā
ā100% success rateā
āOfficial government providerā
But where is the evidence?
Google’s Misrepresentation policies prohibit inaccurate or misleading information, and its Unreliable Claims policy covers statements that present improbable outcomes as likely results.
Ask yourself:
Can this statement be substantiated?
If not, rewrite it.
Don’t try to make a business look more authoritative by inventing an affiliation, certification, award or guaranteed outcome.
Step 7: Check for Cloaking
This is one of the most important areas when Circumventing Systems is involved.
Cloaking means showing materially different content to different users or systems in order to deceive or evade enforcement.
For example, a site could intentionally show Google’s crawler a compliant landing page while sending real visitors to prohibited content.
Google directly associates attempts to trick or bypass ad review with Circumventing Systems.
I would therefore inspect:
- Redirects
- JavaScript redirects
- Geo-based redirects
- User-agent detection
- Conditional content
- CDN rules
- Firewall rules
- Tracking templates
- Malicious scripts
- Compromised plugins
- Injected code
- Third-party landing-page software
Not every dynamic website is cloaking.
Personalizing language or routing users legitimately isn’t automatically a violation.
The issue is using technology to deceive Google’s review or enforcement process.
Step 8: Look for Malware, Injected Code and Unauthorized Redirects
Sometimes the advertiser isn’t intentionally doing anything deceptive.
Their website has simply been compromised.
A malicious plugin, hacked script or injected redirect could create behavior the business owner doesn’t even see.
That’s why the technical review matters.
Inspect:
- CMS users
- Plugins
- Themes
- Server files
.htaccess- JavaScript
- Redirect rules
- Tag Manager
- DNS
- CDN
- External scripts
If the site is compromised, clean it before appealing.
Step 9: Check Broken Linksābut Understand Their Role
I also run a broken-link scan.
Broken navigation makes a website look poorly maintained and can damage the user experience.
Fix important errors such as:
- 404 service pages
- Broken checkout links
- Dead navigation
- Missing policy pages
- Failed contact links
But I would not tell an advertiser:
āYou have one broken link, therefore Google suspended you for Circumventing Systems.ā
That isn’t supported by Google’s policy documentation.
Treat broken links as part of technical quality assurance unless there is evidence connecting them to the policy problem.
Step 10: Check Page Speed and Mobile Experience
I also look at page performance.
If a website is extremely slow or broken on mobile, fix it.
People are paying you moneyāor you’re paying Google to bring them to the site.
They need to be able to use it.
However, again:
A poor PageSpeed score alone is not documented by Google as a Circumventing Systems violation.
It is an optimization issue and potentially a destination-quality issue, not automatically the reason for an egregious policy suspension.
This distinction matters.
Step 11: Check Google Search Console
Search Console can reveal useful information, particularly around:
- Security issues
- Manual actions
- Indexing
- Crawling
- Broken pages
If Google Search has applied a manual action to the destination, Google Ads documents situations where ads pointing to destinations removed from Google Search can be disapproved.
That doesn’t mean every Search Console warning equals an Ads suspension.
Use Search Console as one diagnostic sourceānot as a magic Google Ads suspension detector.
Step 12: Review Advertiser Verification
This has become increasingly important.
Google is gradually requiring advertiser verification across its advertising ecosystem.
Depending on the situation, Google may ask for:
- Personal identification
- Organization information
- Business registration
- Business-operations details
- Payment-profile information
- Relationship information
If a verification deadline applies and you fail to complete the process, your account may be paused.
More seriously, Google states that submitting false information during advertiser verification can result in account suspension and can fall under Circumventing Systems.
So review:
Admin ā Policy ā Account
Then check:
- Has verification started?
- Is there a deadline?
- What is pending?
- Who was verified?
- Which entity was verified?
- Do names match?
- Do addresses match?
- Is the correct organization being advertised?
- Is the correct payments profile being used?
Accuracy matters more than speed.
Step 13: If an Agency Manages the Account, Document the Relationship
Agency-managed accounts can involve several parties:
- Client
- Agency
- Business owner
- Payments user
- Domain owner
- Legal entity
- Verification contact
Don’t pretend the agency owns the client’s business.
Don’t pretend the client personally manages the ads if they don’t.
Document the relationship honestly.
Useful evidence may include:
- Agency agreement
- Contract
- Client authorization
- Invoices
- Business correspondence
- Registration documents
The objective is transparency.
Step 14: Review the Payments Profile
Google separately documents payment-related suspension causes including:
- Suspicious payment activity
- Chargebacks
- Promotional-code abuse
- Unpaid balances
Check:
- Payment method
- Payments-profile name
- Billing country
- Billing address
- Previous chargebacks
- Outstanding balance
- Related suspended accounts
If Google requests payment verification during the appeal, complete it accurately.
Don’t keep cycling through random cards hoping one will work.
Step 15: Look for Related Suspended Accounts
Google says related accounts can also be suspended.
Connections can involve various signals.
If another account associated with the business, payment method or operation is already suspended, don’t ignore it.
Understand:
- Who owns it?
- Why was it suspended?
- Is it the same business?
- Was a replacement account created after enforcement?
- Is the current account effectively trying to continue the same suspended activity?
Google specifically warns against creating new accounts to re-enter the advertising system after suspension.
Step 16: Don’t Submit a Generic Appeal
Once the audit is complete, prepare the appeal.
A weak appeal looks like:
āDear Google, we did nothing wrong. Please activate our account.ā
A stronger appeal is specific.
Explain:
What happened?
State the suspension reason shown in the account.
What did you identify?
Describe any genuine compliance issues discovered.
What did you change?
List the corrections.
What evidence supports your explanation?
Provide documentation where appropriate.
Why is the business compliant now?
Explain clearly and honestly.
If you believe Google’s decision was genuinely incorrect, say so and provide the facts that support that position.
Google itself recommends suspension appeals that are thorough, accurate and honest.
Can Google Make a Mistake?
Google states that it uses a combination of automated systems and human evaluation to enforce advertising policies.
Automated systems are extremely useful at Google’s scale.
But complicated cases can require additional review.
If the business is legitimate and you believe the suspension was incorrect, the correct action is to prepare an accurate appealānot to attempt to circumvent the decision.
Can a Google Partner Guarantee Reinstatement?
No.
And this needs to be very clear.
A Google Partner agency may have access to Google Ads support and additional Partner-program resources.
But Google documents dedicated account support as invitation-only, not as an automatic benefit every Partner receives.
More importantly, a Partner agency cannot override Google’s policy decision.
Nobody outside Google should promise:
āWe guarantee your suspended Google Ads account will be reinstated.ā
The legitimate role of a specialist is to:
- Audit the issue
- Identify possible compliance problems
- Correct legitimate problems
- Organize evidence
- Help prepare a policy-focused appeal
- Guide appropriate follow-up
The final decision remains Google’s.
My 2026 Google Ads Suspension Checklist
Before submitting an appeal, I would broadly check:
- Exact suspension notice
- Circumventing Systems risks
- Previous disapprovals
- Related accounts
- Business identity
- Website contact information
- Pricing and offer transparency
- Unsupported claims
- Cloaking
- Redirects
- Malware or injected code
- Checkout
- Broken important links
- Policy pages where relevant
- Mobile usability
- Search Console security/manual-action issues
- Advertiser verification
- Payments profile
- Outstanding billing problems
- Agency/client relationship
- Evidence for the appeal
- Changes already completed
Not every suspension will involve every item.
The key is to connect your findings to the actual policy Google cited.
Frequently Asked Questions
What is Circumventing Systems in Google Ads?
It is a serious Google Ads policy category covering attempts to trick, bypass or evade Google’s advertising review and enforcement systems.
Can cloaking cause a Google Ads suspension?
Yes. Deliberately serving different content in order to evade review is directly relevant to Google’s Circumventing Systems rules.
Can I create another Google Ads account after suspension?
Google warns that new accounts created to continue advertising after suspension may also be suspended and can themselves be considered Circumventing Systems.
Do I need an About Us page to restore Google Ads?
Google does not publish a universal rule saying an About Us page automatically resolves a suspension. However, accurate business identity and transparency can be important, particularly in Misrepresentation reviews.
Do I need social media accounts?
Google does not document active social media as a universal Google Ads requirement. I treat social-profile consistency as an additional business-trust signal during an audit.
Can poor page speed cause a Circumventing Systems suspension?
Poor performance should be fixed, but Google does not document a low PageSpeed score itself as a Circumventing Systems violation.
Can unsupported website claims cause Google Ads problems?
Yes. Google’s Misrepresentation policies address misleading and unreliable claims. Avoid objective claims you cannot substantiate.
Can advertiser verification cause suspension?
Failing a deadline can pause an account in applicable situations, while false information submitted during verification can result in suspension.
Can suspicious payments suspend Google Ads?
Yes. Google documents suspicious payment activity, chargebacks, unpaid balances and promotional-code abuse among billing-related suspension reasons.
How many times should I appeal?
Don’t focus on the number.
Focus on whether you have actually identified and corrected the problem and whether your new appeal contains useful evidence.
Repeatedly submitting essentially the same appeal usually doesn’t solve the underlying issue.
