One of the interesting Google Ads questions I recently received was:

“Can I create a second Google Ads account while trying to recover my main account?”

At first, this sounds like a simple yes-or-no question.

But it isn’t.

There is a huge difference between:

  1. A Google Ads account that has been compromised or hacked
  2. A Google Ads account that has been suspended
  3. An account with individual disapproved ads
  4. An advertiser legitimately operating multiple Google Ads accounts

And if you don’t understand that difference, you could turn an account-access problem into a policy problem.

So let’s discuss it properly.

The Real Google Ads Account Recovery Situation

The advertiser who contacted us described a serious situation.

According to him, his Google Ads account was around ten years old and had approximately $1 million in historical spend.

Someone compromised the account.

The account was eventually unsuspended, but the owner still didn’t have his original administrator access restored.

One campaign remained active.

His payment card was eventually going to expire.

And most importantly, he said approximately 95% of his business leads depended on Google Ads.

He had already been locked out for more than two months.

So his question was completely understandable:

Should I create another Google Ads account and rebuild my campaigns while I wait for access to the original account?

The answer depends heavily on why you cannot use the original account.

TL;DR: Can You Create a Second Google Ads Account?

Here is the simple version.

If your old account is suspended and you’re creating a second account specifically to bypass that suspension, don’t do it.

Google explicitly lists creating new accounts after a previous suspension in order to re-enter the Google Ads system as an example of Circumventing Systems.

However:

If the original account is not policy-suspended and the problem is unauthorized access or a compromised account, this is a different situation.

Google supports legitimate multiple-account structures and Google Ads Manager Accounts. But Google’s compromised-account guidance does not say that every compromised advertiser should automatically create a replacement account.

My recommendation is therefore to understand your exact account status before doing anything.

What Is a Suspended Google Ads Account?

A suspended Google Ads account is different.

Suspension is an enforcement action.

Google may suspend accounts for serious or repeated policy violations, verification issues, billing-related issues or other policy reasons.

When the suspension involves Circumventing Systems, Google describes the violation as particularly serious and says the account can be suspended without prior warning.

So:

Compromised account = security/access issue

Suspended account = policy/enforcement issue

Sometimes the two can overlap.

For example, a hacker might create prohibited campaigns inside a compromised account, which could then lead to policy enforcement.

That is why the full account history matters.

Can I Create a New Google Ads Account if My Old Account Was Hacked?

There isn’t a universal yes/no answer that applies to every compromised-account situation.

Google Ads does support legitimate multiple accounts. Manager Accounts, for example, are specifically designed to manage multiple Google Ads accounts from one dashboard.

But that doesn’t mean creating another account is automatically the best recovery strategy when your primary account has just been compromised.

My preferred sequence would be:

  1. Confirm whether the original account is actually suspended.
  2. Confirm whether Google has acknowledged the compromise.
  3. Recover the Google Account connected with it.
  4. Secure all administrator accounts.
  5. Continue the official compromised-account recovery process.
  6. Document unauthorized activity.
  7. Review billing.
  8. Speak with Google support or your agency/Google Partner about the particular case.
  9. Only consider another account after understanding the policy and security implications.

That approach is safer than immediately cloning campaigns into another account.

What Does Google Say to Do When Your Ads Account Is Compromised?

Google’s official recovery guidance includes four broad actions:

Recover your Google Account.

If the login itself was compromised, secure and recover it.

Report the compromised Google Ads account.

Google provides a dedicated process for reporting compromised Google Ads accounts.

Protect your account.

Review your security after regaining control.

Improve security.

Take additional steps to prevent another incident.

For a business heavily dependent on PPC, this should be treated as a business-continuity issue, not just an IT inconvenience.

Can I Create a New Google Ads Account After Suspension?

This part is much clearer.

If your Google Ads account has been suspended, creating another account to bypass the suspension is not the solution.

Google’s Circumventing Systems policy specifically lists:

as examples of prohibited circumvention behavior.

Google’s multiple-account guidance under the same policy also says advertisers connected to suspended accounts should resolve those suspensions through the appeal process.

So if your account is suspended, your first thought should not be:

“How do I create another one?”

It should be:

“Why was I suspended, and what do I need to fix?”

What if Only My Ads Are Disapproved?

This also needs clarification.

An ad disapproval does not automatically mean your entire Google Ads account is suspended.

For example, Google explicitly notes that accounts aren’t suspended under Circumventing Systems merely because of editorial disapprovals such as formatting or spelling issues.

The real problem comes when an advertiser deliberately tries to bypass enforcement.

For example:

Your ad gets disapproved.

Instead of correcting the policy issue, you open another account.

You recreate essentially the same ad.

You try to get it through Google’s review system from a different account.

That can become a Circumventing Systems problem.

So the important distinction is not simply:

“Do I have a disapproved ad?”

The important question is:

“Am I opening another account in order to bypass Google’s policy decision?”

What About Multiple Legitimate Google Ads Accounts?

Having more than one Google Ads account is not automatically prohibited.

Google provides Manager Accounts specifically so businesses and agencies can manage multiple Google Ads accounts from one place.

Google’s Circumventing Systems guidance even includes best practices for advertisers who legitimately have multiple accounts, such as connecting accounts to real businesses and using trusted payment methods.

So:

Multiple accounts themselves aren’t necessarily the problem.

Using multiple accounts to evade enforcement is the problem.

That is an extremely important difference.

Before you do anything, I would investigate the following.

1. Is Your Main Account Suspended?

Open Google Ads and check the actual account status.

Don’t guess.

2. Was the Account Compromised?

Look for unauthorized administrators, unexpected campaigns, unusual changes or other suspicious activity.

3. Has Google Confirmed the Compromise?

Keep your support case IDs and related correspondence.

4. Is There a Policy Violation?

Check account notifications and policy messages.

5. Are Your Ads Merely Disapproved?

A few disapproved ads are different from an account-level suspension.

6. Is Your Website Compliant?

Review:

7. Are Other Accounts Connected to Suspended Accounts?

Google says connected suspended accounts may need to be successfully reinstated through appeal.

8. Are You Trying to Solve a Security Problem or Bypass Enforcement?

This is perhaps the most important question.

If the objective is simply to escape a Google suspension, stop and deal with the suspension properly.
